How is it structured?

Finding the text of a Federal bill.
Go to http://thomas.loc.gov  and put the bill number in the left
slot.  When the bill comes up, click on "Full Display" to get the full bill. 
You can print or transfer to your word processor to shrink the font, enlarge the margins, etc.  If you want to see who the co-sponsors are, you can use "Back", then pick  "Bill Summary and Status File", and scroll down the left until Co-sponsors shows up.  Try this if you are going to contact your Senator or Representative about supporting a particular bill. If you don't know the bill number, the site gives you an opportunity to search by subject.
